Dubai is very cosmopolitan. While tradition is very important in the culture, you will be able to dress to your liking without too much trouble. You are not expected to wear local traditional clothing. In public places, it's okay to wear short-sleeves, knee-length dresses, and shorts. As a rule, try to wear modest clothing. In some places like mosques and administrative buildings, there is a strict dress code where you'll need to cover the knees and arms.
